The Combined Syndicates Congress

Instead of a set president, leader, or small group of people, the United Syndicalist Republics of America is governed by the Combined Syndicates Congress, a congregation of representatives every labour union, having the main say in affairs and deciding the policies, along with representatives of each A.P.R., their job being to adapt the terms and mandates given by the Congress to best suit the needs of their respective regions, while being overseen by the Congress as to not steer too far from their objectives.

The Unions who participate in the Congress, usually representative of a whole group of industry, expertise, or etc instead of small local regions/specialties, maintain direct democracy through a voting system, the eligible voters being members of that specific labour union.

Due to the versatile nature of the Congress, it has also been adopted to be used for the American Satellite states of Hawai’i, the Guided People’s Republic of the Pacific, Philippines, Rio de La Plata, Mexico, Central America and Guyana, directly answering to the Combined Syndicates Congress (while maintaining minor autonomy over their regions) as opposed to having their own government, allowing effective and direct control of the satellite nations.
